Our Public-Private Partnerships (P3) Group is experienced and adept at addressing the legal, regulatory, contractual, transactional, financial and public sector challenges presented by the development of P3 projects in Puerto Rico.

O’Neill & Borges is fully familiarized with the procurement process and legal framework related to the Puerto Rico Public Private Partnership Act of 2009 (the “P3 Act”) and its regulations, including the presentation of unsolicited proposals for P3 projects with the Puerto Rico Public Private Partnerships Authority.

We offer a multidisciplinary approach with extensive experience in government procurement and contracting, complex contractual negotiations and transactions, project finance, tax structuring and tax incentives, environmental, project engineering compliance and permitting, among other disciplines integrated to provide the full scope of services as needed.

We have particular experience with joint venture structures, concession agreements, project development and finance, and drafting and negotiation of agreements for engineering services, construction, operation and maintenance (O&M), management, retail and commercial leases, concession agreements, among others.
