José L. Notario-Toll

José L. Notario-Toll is a member of the Corporate Department at O’Neill & Borges. He joined the firm in 2009 and has practiced law since 2005. José’s practice focuses on privacy and cybersecurity, government and legislative affairs, retail law, health law, distribution, and general corporate law.

With extensive experience in the legislative process, José brings valuable insight to O’Neill & Borges. From 1997 to 2009, he held various roles within the Puerto Rico Legislative Assembly, including Chief Legislative Aide to the Senate President from January 2005 to January 2009, and Executive Director of a Special Investigative Senate Committee. He was a key member of the Technical Committee that drafted the Economic Incentives for the Development of Puerto Rico Act (Law 73) in 2008 and played an instrumental role in the development of the Permits Process Reform Act Bill.

José has provided extensive assistance to clients in regulatory compliance with Puerto Rico’s privacy laws, advising multinational companies across various industries on managing data breaches and ensuring compliance with local privacy frameworks. He has also supported clients in drafting legislative amendments, reports, and statements for presentation before legislative committees and has been involved in developing and implementing effective government lobbying strategies. His work also has included advising global automobile manufacturers on the rollout of telematics systems in Puerto Rico, and he has advised clients in the successful market entry and expansion of numerous restaurant and retail chains across the island and navigating regulatory compliance with local agencies such as DACO.

In the health sector, José has advised pharmacy chains, manufacturers, and distributors of medical drugs and devices, reverse distributors, hospitals, and hospice service providers on local health law compliance and licensing requirements, ensuring that their operations align with Puerto Rico’s regulatory landscape.
