Carlos A. Vazquez-Alberty

Carlos A. Vázquez-Alberty is a member of the Corporate Department. He joined O’Neill & Borges in 2017 and concentrates his practice on environmental law and land use regulatory matters and related litigation.

Carlos regularly counsels and represents clients before federal and state courts as well as in administrative agencies in a wide range of litigation cases concerning environmental law and land use. He also advises clients in regulatory compliance matters under the federal Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act, and local environmental laws and regulations. Carlos also has significant experience representing oil and gas companies before the Department of Natural and Environmental Resources against enforcement actions initiated under the Underground Storage Tanks laws and regulations.

Prior to joining O’Neill & Borges, Carlos worked as a judicial law clerk for Hon. Maite D. Oronoz Rodríguez, Chief Judge of the Supreme Court of Puerto Rico, from 2015 to 2017. In this capacity, he managed a high-volume case load of civil, administrative, and criminal cases, and aided in the drafting of opinions and judgments involving novel controversies concerning Puerto Rico law.
