Economic Recovery and Transformation

O’Neill  & Borges formed an economic and disaster recovery practice group following the 2017 hurricanes, supporting clients involved in Puerto Rico’s economic and infrastructure recovery and transformation efforts including in the areas of electric restoration, telecommunications, housing, healthcare, tourism, transportation and insurance recovery.

The firm assists clients in the evaluation of and compliance with federal and local disaster relief and recovery programs such as FEMA’s Public Assistance (PA), HUD’s STEP and Community Development Block Grant – Disaster Relief (CDBG-DR) programs and with negotiation and review of contracts, project development, permitting, among others.
